Job Objectives:
Based on CEG’s procurement strategies, organize and implement supplier selection and management; establish long-term and stable cooperation with suppliers; ensure the continuity of material supply; build up Company’s purchasing advantages over other competitors in the field; satisfy the demands arising from Company’s development.

Major requirements:

• Based on CEG’s procurement strategies,  arrange supplier selection and management; establish long-term and stable cooperation with suppliers; ensure the continuity of material supply; build up Company’s purchasing advantages over other competitors in the field; satisfy the demands arising from Company’s development. (Formulation & implementation of procurement strategy)
• Based on CEG’s procurement strategies and objectives, arrange supplier selection and manage performance appraisal of suppliers; ensure suppliers’ continuous improvement in technology, quality, response, delivery, cost control, environment protection and social responsibilities; satisfy the demands of Company’s different departments. (Supplier selection and supplier performance management)
• Based on CEG’s procurement strategies, analyze procurement demands and market updates; fulfill target purchasing cost-down; lower overall purchasing costs. (Management of procurement cost)
• Based on the purchasing workflows and rules, maintain the information regarding procurement contracts and supplier qualification; ensure the standardization of purchasing qualification and the accuracy of supplier information.

• Based on the changes in the purchasing environment, identify risks; prepare and implement risk-prevention measures; oversee or participate in the handling of important risks; ensure the continuity of materials supply. (Risk management)
• Based on the management of supplier classification, procurement personnel organize regular communication with suppliers, help establish high-level relationships between important suppliers and Huawei to ensure sound purchaser-supplier relationship. (Management of supplier relations)
• Based on the changing of procurement environment, organize risk evaluation, establish detailed plan to avoid it.(risk management)
• Based on materials category, timely and proactively collect and analyze such industry information as markets, customers, R&D; explore potential supplier resources; ensure the validity of procurement strategies.

Job requirements:

• Educational degree: Bachelor’s degree or above.
• Work experience: 8+ years’ working experience in engineering procurement or project management direction of telecommunication field, prefer in western vendors.Required knowledge and skills:
  • Frankness, honest, probity, good principle, well communication skill.
  • Fluent in English
  • Resource Orientation: To manage the procurement strategy for Huawei’s project in CIS Region.
  • Knowledge: Have deep knowledge and understanding in Finance, Logistics, Law, Engineering, Management, etc.
  • Influence: Persuades others of the value of an approach or idea. Gains commitment and support and gets others to willingly take action.
  • Communication: Provides both verbal and written information in a timely, clear and concise manner. Expresses ideas effectively, adjusting style, tools and mode to the needs of others. Listens attentively, and summarizes or asks questions, when needed, to clarify information.
