Coordinates and oversees the organization’s accounting, treasury, and audit activities under the guidance of the Resources Manager, ensuring compliance with legal requirements and MSF standards to provide transparent and reliable information on resource allocation. This role also ensures MSF’s commitment as a responsible employer, supports effective HR management, and manages all administrative and legal matters within the organization.
FINANCE AND ACCOUNTING:
- Mission Accounting: Oversees mission-wide accounting processes, ensuring timely closings, accuracy, and compliance with MSF standards and legal obligations.
- Monthly/Yearly Closings: Manages monthly and annual financial closings, preparing reports on project finances.
- Commercial and Donor Contracts: Prepares donor financial reports, manages contract amendments, and ensures all reporting requirements are fulfilled.
- Tax Compliance: Ensures payroll aligns with tax and social security regulations, with timely payments and report submissions per legal requirements.
- Local Audits: Coordinates audits related to accounting, tax, labor, stock, and asset management.
- Accounting Support: Provides expertise on accounting standards and compliance, and trains staff on accounting systems.
- Accounting Software: Manages and ensures accurate use of MSF's 1C and Unifield systems for data integrity.
- Staff Briefing: Briefs relevant staff on specific accounting procedures as needed.
- Invoices: Verifies vendor invoices for accuracy and compliance, coordinates with vendors for corrections, and records invoices in MSF Unifield and 1C with accurate accounting attributes (e.g., expense category, VAT).
- Additional Duties: Performs other tasks as assigned by the line manager.
HR/Admin:
- Labour Legislation: Stays updated on local labour laws through regular checks and meetings with legal authorities.
- MSF Policies: Applies MSF HR policies to local conditions, ensuring fair and transparent implementation across the mission.
- Employment Regulations: Ensures fair staff employment conditions, aligning with MSF values and legal requirements.
- Staff Meetings: Holds or support PC/RM regular meetings with staff to inform them of their rights, duties, and any legislative or policy changes.
- Staff Remuneration: Ensures salaries and benefits align with MSF’s guidelines, acting responsibly as an employer.
- Legal Risk Management: Alerts Resources Manager to potential legal risks and follows up on employee claims.
- Safety Compliance: Ensures compliance with safety regulations and MSF’s policies.
- Filing System: Maintains a confidential, organized filing (electronic and hardcopies) system for all finance/hr/administrative files.
- External Relations: Maintains contact with labour authorities, other MSF sections, and NGOs to stay updated on best practices.
- HR Software: Manages and ensures proper use of 1C and contributes to Homère HR software for accurate data.
- Additional Duties: Performs other tasks as assigned by the line manager.
- Essential solid accountancy training and experience-professional accounting qualification.
- University degree in accounting, finance or business administration.
- Essential 4 years previous experience in similar relevant position jobs.
- Russian and intermediate English. Kazakh is an asset.
- Advance computer literacy (word, excel, outlook, internet)
- Local accounting and HR standards (1C), ERP system knowledge, local laws.
