PMCG is seeking the services of a Customs and Trade Facilitation Associate having an intensive experience and knowledge of customs and trade regulatory systems in the five countries of Central Asia, various as well as existing non-tariff barriers that prevent the countries from trading with one another under a more liberal trade regime. The position will assist CTJ in supporting the Activity technical team in the mapping of existing processes, identifying the existing trade barriers, and suggesting realistic strategies to remove them.
The Consultant will help CTJ develop a plan to tackle a range of trade facilitation issues aimed at adherence to the Convention on International Transport of Goods Under Cover of TIR (international road transports) Carnets, as well as minimizing the remaining non-tariff barriers to trade (NTBs). The Associate will work with a number of donor programs and national government counterparts. Donor counterparts will include CAREC, IFC.s Trade Facilitation Program (Tajikistan and Kyrgyzstan), GIZ.s Regional Trade and Investment Facilitation Program in Central Asia (Tajikistan and Kyrgyzstan), the United Nations Conference on Trade and Development, the International Trade Center, the Korea International Cooperation Agency (KOICA) (assisting Uzbekistan with trade facilitation), and CLDP, as well as USAID’s ATAR program, which can share best practices from trade facilitation work in Afghanistan and Tajikistan. National counterparts will include the Customs Control Committee of Kazakhstan, Single-Window Center of Kyrgyzstan, State Customs Committee of Uzbekistan, and Customs Service of Tajikistan. In addition, the Associate will engage associations such as the CAREC Federation of Carrier and Forwarder Associations, International Federation of Freight Forwarders Associations, Association of Freight Forwarders of Kazakhstan for best practices in transportation.
