The role will involve:

  • Work closely with the proposal and capture team on developing the staffing solution for International Development and IFI projects, putting together optimal teams of experts and support staff to meet specific requirements of the bid
  • Conduct searches for candidates, virtually as well as through traveling to the field for local in-country recruitment, both inside our Member Firms Network and in the public sphere
  • Contact potential candidates, developing and maintaining relationships with potential recruits and tracking them on a roster of go-to technical experts, Key Personnel Staff, and Chiefs of Party
  • Develop and post position advertisements broadly utilizing a wide-range of local and international recruitment list servers and job boards, etc.
  • Interview candidates, drafting notes and sharing them with the team, as well as documenting in our database
  • Collaborate with Practice Areas and proposal staff to finalize candidate selections, utilizing matrices of candidates to present options to the Capture Manager and proposal team
  • Work with the Recruitment Associate, oversee the preparation of personnel-related annexes, including resumes, biodata forms and matrices, (including revising CV’s to more accurately highlight the pertinent experience)
  • Maintain organization of electronic filing systems including: the resume drive, recruitment database, and recruitment email boxes
  • Ensure that all personnel-related documents are efficiently collected in the recruitment database
  • Ensure prompt clean-up of files post-proposal submission, saving updated resumes in the database
  • Attend networking events representing the company, attracting top talent and following up to bring in candidates for informational interviews as well as interviews for current and proposal related openings
  • Conduct and documents reference checks
  • Perform salary negotiations, and works with Recruitment Coordinator to draft and extend offer letters
  • Provide substantive input and continual process improvement suggestions to recruitment systems
  • Assist with execution of training for new members of the Recruitment Team
  • Take on home office recruitment requisitions as needed

To be considered you should possess:

  1. Minimum tangible qualifications

    Undergraduate degree required in relevant field including International Relations, International Development, Development Economics, Government Contracting, Human Resources, Public Administration, or similar

  • At least two years working in recruiting, or similar proposal and capture based environment, working with a government contractor bidding on International Development and IFI projects proposals
  • Minimum of five years of professional work experience (excluding Internships) in specialty
  • Previous experience contributing to continuous improvement- ideally with regard to recruitment processes, and quality of hire
  • Computer proficiency in Word and Excel
  • Proven ability and flexibility to work independently and with teams in a fast-paced deadline-driven environment
  • Strong networking, interviewing, and interpersonal skills
  • Proven communication and networking skills including professional phone manner and ability to handle cold calling assignments
  • Ability to take initiative, pay attention to detail, and learn business practices and processes

    Preferred qualifications:

  1. Prior experience recruiting Technical Experts for International Development and IFI projects proposals for a government contractor/ International Development and IFI projects implementer

  • Candidates who have done local, in-country recruitment in developing countries preferred
  • Proposal writing experience highly desirable
  • Graduate degree preferred in relevant field including International Relations, Development Economics, Environmental Management, Public Administration, Government Contracting, Human Resources, etc.
  • 5+ years of relevant Recruitment experience and a Master’s degree or 7 years of Recruitment experience without a Master’s is required to be hired at the Senior Recruitment Specialist level
  • Knowledge of International Development and IFI projects and other donor organizations preferred
  • English language is a must
  • Advanced-level computer proficiency in Word and Excel
  • Strongly prefer candidates with experience living in and working in developing countries for at least 1+ year (returned Peace Corps Volunteers, etc.)
