For our program "Support to the Decentralisation Reform in Ukraine", we are looking for a "Project Advisor (full time 100%)" to work in Dnipro city

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relation between the national, regional and local level. The Ministry of Regional Development, Construction, Housing and Municipal Services (MinRegion) is responsible for the overall implementation of this milestone reform process. Given the important new tasks, responsibilities and financial resources that local self-governments have gained and the establishment of new institutions such as the Local Government Development Center (LGDC), the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures.

We are looking for a highly motivated Project Advisor in Dnipro city with an innovative mind-set, management experience and excellent knowledge about the Ukrainian government's decentralisation reform and regional development.

The Project Advisor is responsible for:

Project support

  • Supports the project manager, coordinator and the Programme team in the implementation of the programme „U-LEAD“ in Dnipro concerning all 3 fields of action (1. Enhancement of communal services, 2. Financial management and increasing local revenues, 3. Vertical and horizontal exchange on decentralisation including civil society and the media)
  • Participates in the establishment and monitoring of pilot Citizen Centres for Providing of Administrative Services (ZNAPs) and of all other citizen centres, that will be established in Dnipro and 6 neighbouring regions
  • Participation in organising and implementing trainings, seminars and other events for the target groups of the programme in coordination with the Region’s Administration and Region’s Council
  • Cooperation with other GIZ projects in Dnipro and 6 neighbouring regions as and when required
  • Coordination of national and international experts during visits to Dnipro and 6 neighbouring regions
  • Participates in Cooperation with other GIZ projects in Dnipro and 6 neighbouring regions as and when required
  • Cooperation with CIM-experts
  • Regular reporting
  • Support in establishing and implementing contracts and financial management
  • Support to the team concerning their administrative and organisational tasks (e.g. procurement of tickets, travel expenses, rent etc.)
  • Providing Monitoring and Evaluation activities and reporting
  • Internal and external communication and presentation according to events

General obligations:

  • Supports the project in all organisational aspects
  • Coordinates regularly with GIZ contact persons concerning all project activities
  • Discreet behaviour vis-à-vis third parties in all internal matters
  • Respects the guidelines on integrity
  • Up to 50 % business trips to regions

Other / additional tasks:

  • Support in the implementation of other project activities and other assigned tasks
  • Participates in trainings in relation with the needs of the assigned function and the associated obligations. Specific training needs will be identified and selected together with the superior

Requirements and qualifications:

  • Master’s degree or doctorate in the fields social sciences, administration, economics, law or other relevant fields
  • Experience in project management and/or administration at municipal or regional level as well as civil society and abroad is an asset
  • Basic knowledge of decentralisation
  • Knowledge of the organisation of participatory processes
  • Excelent knowledge of MS-Office
  • Very good language skills in Russian and Ukrainian and English, German is an asset
  • Availability to carry out similar activities in neighbouring regions of Dnipro
  • Diligence and responsible work ethic
  • Team player
  • Strong communication and people skills
  • Availability to take on responsibility and a corresponding sense of responsibility
  • Availability to develop core competences and expertise


  • Starting as soon as possible. The contract duration is until the end of December 2019.
